Ms. Dowd is the founder and principal with Dowd & Company PC. She leads the Firm’s Immigration Team ensuring excellence in service, substantive knowledge and utilization of technology.
Debra is recognized as a leader in employment-based immigration, having been named amongst Virginia’s Legal Elite and as one of Virginia’s Super Lawyers. Since 2002 Debra and her Team have been appointed as immigration counsel to the Commonwealth of Virginia by the Virginia Attorney General, to serve the immigration needs of the Commonwealth and its agencies, including Virginia’s colleges and universities.
Debra works in the business sector as well, representing private and public companies in a wide range of industries, including high-tech, bio-tech, medical, research, manufacturing, higher education, public education and others.
Debra is adept at combining her corporate law background and her immigration law experience, to counsel and advise companies on the immigration impact of mergers, acquisitions and corporate restructurings. She counsels businesses on employer compliance matters, such as policy development, in-house training programs, I-9 compliance and audits, e-Verify, work site raids, federal investigations and others.
